Piracy and armed robbery are an increasing threat to maritime vessels and platforms around the World but more specifically off the Horn of Africa and around the West coast of Africa. Maritime organisations have developed means of countering the threats using some extreme measures. Sampson Hall with their expertise derived from their experience in the RN's Maritime Tactical School and their JTAC experience have devised training for Company Security Officers to enhance their understanding of strategic risk and Ship's Masters through developing their ability to assess risks and enhance a vessel's or platform's passive defences. They have also created an audit process which both enhances and measures a vessel and its crews readiness for a particular passage or voyage.
This two day course is designed to prepare a ship's senior officers from the master down in passive defence measures before a vessel transits through a high risk area. The course covers passive defence preparations prior to the transit, the implications of having a security team on board, leadership requirements and actions on encountering acts of piracy and conduct after seizure. The course is designed to enable masters to understand the current threat and how to counter it, whilst enabling them to think through the issues and decisions that need to be made during an attempted act of piracy and after a successful ships takeover.
The course affords each attendee the opportunity to explore the complex issues involved in countering piracy from ship's manouvres, to operating a vessel from a citadel, to dealing with deploying and working with armed guards. The course involves both classroom work and tabletop scenario exercises to present each attendee with the most uptodate threat picture and how best a vessel or platform can counter that threat.
An optional third day includes a practical exercise to test and reinforce the learning and further prepare senior officers to counter acts of piracy and armed robbery.
This one day package is designed to be in-house and covers an update on the threat and analysis of where it may change. The generic principles of vessel defence are reviewed before introducing risk assessment in line with ISO Risk Assessment. A strategic planning tool will be introduced to assist maritime organisations in their review of contingencies and security procedures. Such aspects as strategic incident management will be covered to ensure that an organisation is fully prepared for an incident of armed robbery or piracy including the humanitarian aspects.
Sampson Hall offer a 1 Day Voyage Audit Package which takes place onboard and is designed to ensure a vessel is fully prepared for a specific voyage or risk. The day begins with a Threat Update followed by a Risk Assessment. The voyage plans are then analysed and contingencies drawn up using a Maritime Security Estimate. Once the cerebral part is complete the crew are taught the Principles of Vessel Defence and Passive Defence Procedures. Before discovering what needs to happen during an incident and how to counter a hostile seizure. The audit ensures that the crew have effective Day and Night Routines and have prepared themselves should the vessel be seized.
